Easiest way that we used to do it is find a homeless drug addict, ask him can he go in whatever shop for us and we'll give him the change, most of them do it and if not there's a surplus of crackheads around here anyway. Try smaller local shops most of them don't care if you're under 18.
Vapes you might be able to steal depending on if they're behind the counter or not. Online's an option - probably fake tobacco/cigs but who cares it's not good for you either way but this way's slightly healthier for your wallet. You could also make your own vape liquid which is pretty easy or grow+dry your own tobacco which is probably hard and not worth it considering you could just grow weed at that point.
