Personally I think it's probably part of the village tradition to have someone sneaking into these and making them move.

The kind of thing where they do it for the kids, but also it's a tradition they're all fond of like Christmas, so they take it seriously and make sure that whoever sneaks in there is super stealthy about it.

Oh shit I just read a comment that explained it exactly the way I did:

"There’s a guy in between the inner and outer layer of the effigy for those wondering. The long grass in the middle hides his feet.It’s more of a tradition than actual magic. The adults know it’s for fun while the for kids (that’s why there’s a lot of kids) it’s kind of like Santa. When and if there’s “real” magic taking place only grown men would be present with some grown women. '
